Digital State UA is a bilingual platform that presents Ukraine’s digital transformation to a global audience. Launched by the Ministry of Digital Transformation of Ukraine, it has been actively operating for the past four months, serving as a strategic tool to communicate Ukraine’s GovTech achievements, technological progress, and collaborative opportunities to the world.

Even amid full-scale war, Ukraine continues to lead in digital resilience and innovation. Digital State UA offers an integrated view into how the country is building an efficient, transparent, and citizen-oriented digital state — and how its digital solutions can inspire global change.

The platform highlights how technologies developed and tested in extreme conditions are strengthening democratic institutions, simplifying government-citizen interaction, and providing scalable solutions for other countries.

Digital State UA brings together government initiatives, the tech industry, civil society, and international partners in one space. The platform publishes:

• News on flagship digital projects (e.g. Diia, Diia.City, Diia.Education);
• Case studies of GovTech and IT services already used by millions of citizens;
• Market insights and ecosystem overviews;
• Research and analytics from international institutions (including the World Bank, Brookings, and others);
• Thought leadership from digital policy-makers, innovators, and technology leaders.

The platform operates in Ukrainian and English, ensuring accessibility for global stakeholders.

Ukraine has become a case study in digital transformation during crisis. The Diia app now serves over 22 million users, with 130+ services available on the government portal. Diia.City, offering the most competitive tax regime for IT in Europe, now includes over 1,600 resident companies. The Diia.Education platform has already helped 2.4 million users improve their digital skills.

Ukraine ranks among the top 5 countries globally in the UN’s E-Government Development Index, reflecting its significant progress in digital services. These achievements form the backbone of Digital State UA’s content and messaging — and offer models that other countries can explore and adapt.
